Let me try once more. The Protocol has next to nothing to do with the 1998 Agreement. It is a separate international agreement between the EU and the UK. It is part of a wider agreement covering future relations between the UK & the EU. It does not & could not change the GFA.

The Protocol is not an addition to the 1998 Agreement. It is a Protocol (= addition) to the ‘Agreement on the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union …’ agreed in 2019 following protracted negotiations between EU and UK.

Let me try to clarify. The 1998 Agreement was not rewritten. That could not be done without the backing of the parties to the Agreement incl. the UK and Irl Govts. There was an EU-UK negotiation, part of the outcome of which is the Protocol, which has been democratically ratified

Although I had not seen this piece before, the highlighted quote squares completely with my analysis. ‘Cross-community consent applies only to devolved matters’, but as the Protocol is an international agreement ‘the principle of cross-community consent does not apply’.

I would like to know what is meant by a ‘2-state solution’. As for the Irish electorate endorsing the IRA, that’s wilfully absurd. I am no supporter of SF, but the vote they have south of the border is economically-driven & has not much to do with their constitutional position

And the reason there was no cross community consent on explains why it does not apply to the Protocol/Windsor Framework. Both are part of UK foreign policy which, by definition, cannot be devolved.

The 1998 Agreement was not ‘rewritten’ by the Protocol. The Protocol was agreed between the UK and the EU & was designed, from a UK point of view, to serve the UK’s national interest in having a close & cooperative relationship with the EU.
