Yager fundamentally misunderstands the problems. He thought the LLR was too strict!!! and he believed the Redwater decision was a big unexpected change that was unfair to lenders.

I don't take CSIS reports on anything seriously. This kind of stuff destroys CSIS's credibility as an agency. The entire foreign interference scare is a joke because it is based on how government reacted to CSIS 'intelligence'. CSIS 'intelligence' belongs in the trash.
