Bureau of Land Management’s Western Solar Plan update could be a lot better..
- Better exclusion criteria, more exclusion zones.

As above (forests on land), so below (coral reefs) -- the world's most biodiverse, complex ecosystems are in widespread decline, but nobody in charge wants to mention, let alone address the primary causes that are responsible. Instead, they plant seedlings or clone corals.
