Fascinating paper. Heart of it is argument that tactical nuclear weapons would have different targets in Asia & that those—mainly maritime—targets would be less escalatory than cold-war land-based ones. Plus long Taiwan war -> lack of conventional PGMs -> TNWs more attractive.
