It's difficult to quantify the overall costs.

Also raises lots of important questions about why temp staffing is so high? Is this failure to recruit enough in the first place? Staff leaving or sick due to burn out/overwork?

Increasing pay costs when activity levels remain the same - why?

- breakdown of social contract/ bank of goodwill (discretionary effort) empty?
- collapse of social care (cannot be over estimated/ exaggerated)
- complexity/ acuity?
- staff less experienced?
