Can't help feeling that ACE is treating opera as a symbol as much as anything else here.

The political significance is clear. Opera is inherently international, emotional, elite (in a good way) and rooted in a shared European cultural history, challenging and channeling our basest human instincts, provoking introspection and compassion. No wonder they want rid of it.
