This is a victory for Turkey, which said it would put itself in harm’s way to keep Ukraine’s grain moving in the Black Sea. Putin wanted to sink the deal but, evidently, didn’t dare risk hitting a Turkish—i.e. NATO—ship. Empowers those in NATO who want to send more arms to Kyiv.
