2003 recommend 20-40% of #ocean protected by 2012. 2010 less than 3% protected! 2015 change goals to 10% by 2020. NOW 7.78% protected. Dr Julie Hawkins "we are unlikely to meet these targets" despite them being lower and not as highly protected as originally recommended.
