This description of a suspected deliberate strike by a tractor on a cop cruiser was sent by Carrique to Ontario's Deputy Solicitor General Mario Di Tomasso on Jan. 31.

Feb. 16, Lucki says she asked the Deputy Public Safety Minister to take to Steve K from the city, amid concerns Interim Chief Bell would be replaced before occupation was dealt with. She tells Carrique the DM “got the sense that there is a lot of political infighting going on.”

OPP thinks the provincial emergency declaration was more helpful, and it did not use or need the EA to set up restricted areas, Carrique’s statement says.

Carrique says the EA didn’t change their plans and they did not use it to compel tow trucks to help (this was a point of confusion from yesterday’s testimony)

Carrique perceived “much resistance” to Sloly’s orders during the occupation, including times when legitimate directives were questioned. Cites Sloly’s order to close 417 offramps as an example.

Carrique didn’t think the OPS needed integrated command at the start of the protests, and that it could handle it alone. That obviously changed.

Carrique’s statement obviously contrasts experience working with OPS and working with Windsor cops over Ambassador Bridge blockade. Says they immediately established integrated command in a “seamless integration.”

Chief Bell took over from Sloly and the implemented integrated command with OPP and RCMP and confirmed they would use the Feb. 13 plan, Carrique’s statement says.
