New Orleans’ pump system was designed to deal with a so-called 10-year storm, which produces about 9.2 inches of rain in its first 24 hrs. Had Hurricane Debby soaked New Orleans instead of North & South Carolina, it would easily have overwhelmed the city. nola.com/news/environme…
