This argument makes zero sense to me. A second chamber without any herditary peers *is* superior to a chamber with them. Political appointees are better than appointment based on who your father was; at least the power of appointment is ultimately derived from the demos.

Incredibly important paper here. When I was in the Civil Service it was a constant struggle to get any evaluation of any policy away. Evaluation was almost purely the preserve of underfunded social researchers rather than the policy professionals who could benefit

The oil age won't end because prices are high, but because no-one wants to buy the stuff any more. I doubt this is the final trough, but prices falling during a period of growth is indicative.
