Is it time to introduce a "Social Media Licence"? It's clearly dangerous in the wrong hands, arguably even more so than operating a vehicle, for which you have to pass a theoretical and practical test, and the licence is TAKEN AWAY for severe misbehaviour or rule-breaking.
