It can't be stressed enough how much incarceration actually costs. At last count, jailing in Manitoba averaged $75k per prisoner per year -- and $110k/yr in federal prisons. Huge $ is ALREADY being spent, and it's making things far worse. Imagine what that $ could fund instead!
