Mr Forbes said the government would now need to look at 'what the future holds' for councils' income raising abilities.

NPP's report recommends more powers for councils and mayors over tax raising, including the introduction of a land value tax + 3 new council tax 'super bands'

Speaking during the launch, Mr Forbes said: 'Councils cover a slightly bizarre range of services. Who would put transport and social care in the same organisation?'

He also criticised the council tax & business rates systems branding them 'out of date property taxes'.
