I would argue yes, at least from the UAE, by now the largest financial backer of Sisi.

It’s exhausting having to deal with the bigotry & ignorance of people who think any Arabic text is “Jihadi”. Anyone with a modicum of expertise about religion would know this is a remembrance walk for the death of Imam Al-Hussain, which takes place annually around the world.
