The EPRDF aspiring developmental state doesn't care about aesthetics but addresses the needs of the majority (housing, transport, jobs,etc). The neoliberalising PP focuses on aesthetics to appease & distribute rent to its minority upper-class base whose basic needs are fulfilled.

Post-Meles #TPLF leadership has been engaged in decentralised predatory rent accumulation, which led to infighting for dominance & leadership paralysis. Despite the devastation of #TigrayGenocide (unleashed by 🇪🇹, 🇪🇷 & Amhara forces), the old guard isn't ready to change course.
