Everything is perfectly normal! Ripple locking up the penalty in a collateral fund until after the appeal period is in no way a sign of an appeal! It's just the SEC's usual, reasonable way of working toward a mutual agreement with Ripple! We already know this from their earlier

Nothing is stronger than the hopium in this community. Literally! I just saw people sincerely believing that Ripple locking up the penalty until after the appeal deadline is a clear indicator that they reached a settlement!
