The “advanced tooling” were Taiwanese. China doesn’t make Apple products so much as Taiwan (Foxconn) makes products in China with Taiwanese managers and Chinese labor. Taiwan technology and Taiwan management is the secret sauce.

The reason Smoot-Hawley is not invoked these days: (1) SH imposed broad, sweeping tariffs, while today’s tariffs are focused on specific industries; and (2) tariffs previously were defensive and applied to a wide range of nations. Now, tariffs are primarily directed at China.

China has done a GREAT JOB minimizing the extent of its stranglehold over the global economy via-a-vis strategic supply chains. Going to be a fun next decade.
