4+ yrs later the hospital's review is over and the results are 'inconclusive.'

Noting that before Rob Ford, city council didn't set the tax rate before deciding budget spending. He made the change to limit council's ability to add spending and Tory chose to continue having council vote first on the tax rate, then on everything else.
