I think "High Trust Society" is a misnomer. Society is the state of general trust. There is only society or its absence. Curiously byzantine fault tolerant consensus algorithms can withstand a much higher percentage of bad actors (>10%) than the society that created them (<5%)

Unpopular opinion: Xahau is already the XRPL Smart Chain akin to the Binance Smart Chain. Since Xahau already exists and is in production there is little benefit to putting Hooks on the XRPL. Focus on building bridges and seamless interoperability in a multichain ecosystem.
