Lived outside of Seattle, & this was going on then, yrs ago. Bc Seattle stopped enforcing laws, overall. Homeless & illegals moved in, crime soared, & finding oft stolen propane tanks amid refuse, was common. Homeless had propane while a shortage existed for those trying to buy.
