Here is a new paper coauthored with Martin Gustafsson in which we use both historical and statistical analysis to explain WHY South Africa's reading outcomes improved between 2011 and 2016 (and yes, they have improved though still low & unequal): ekon.sun.ac.za/wpapers/2022/w…
