This is one of the most unbelievable quotes I've ever seen an elected official give. Suggesting a local police service is beholden to a specific political party is beyond irresponsible, and Mayor Locke owes the SPS (+ specifically it's members) an apology:

The bottom line: you can disagree with my decision but targeting new recruits is just wrong. Spending taxpayer money on advertising, leaflets, billboards and lawyers rather than paying those who have chosen to risk their lives and serve the people of Surrey is ridiculous.

Unfortunately, Office of the Mayor continues to undermine our members. Earlier that morning, SPS covered for RCMP meeting with NPF-FPN. A regular occurrence for important meetings in policing. All officers were available to attend calls, and several left the meeting to respond.
