Looks like you missed the part where one can see the ratios. Education spend was 2.12% in 2018 and it became 1.77% in 2021 of Total GDP. Don't make excuse of covid because ratio went down every year after 2018. PTI was in power in 2 provinces+federal so don't use excuse of Sindh.
