‼️Due to warnings from Spanish intelligence, Madrid vetoed the planned Hungarian acquisition of rail manufacturer Talgo. They found worrying ties between the Hungarian government-backed prospective buyer – and Russia. Was 🇭🇺 just trying to front for 🇷🇺? 🤔 elpais.com/economia/2024-…
𝗡𝗲𝘄 𝗮𝗿𝘁𝗶𝗰𝗹𝗲! Is the EU’s rule of law crisis indicative of a deepening dissensus & disunion sparked by the rise of illiberal ideas? In Journal of European Integration I sound a skeptical note & capture my alternative view of the crisis & its significance👇(1/4) doi.org/10.1080/070363…
🚨🚨"Is the EU’s rule of law crisis a byproduct of dissensus and disunion?". Essential read from Tommaso Pavone on the EU's rule of law crisis in Journal of European Integration . h/t R. Daniel Kelemen Kim Lane Scheppele Jakub Jaraczewski tandfonline.com/doi/full/10.10…
There is still € 6 billion frozen to reimburse member states for their military support to #Ukraine, Josep Borrell Fontelles said, adding: "I will look for some ways to circumvent the veto of one member state, because this is not acceptable". (FYI: #Hungary vetoes the reimbursement)
Nice article by POLITICOEurope: if you want to know why the Commission's shift is less about “smart enforcement” & more about politicization & “forbearance,” my World Politics article w/ R. Daniel Kelemen (doi.org/10.1353/wp.202…) explains- w/ lots of data: politico.eu/article/ursula…
Back in May 2022, R. Daniel Kelemen & I also rebutted Ursula von der Leyen directly after Sophie in 't Veld pushed her to respond to our study & she again claimed a shift to “smart enforcement.” We explained why this nice catchphrase doesn’t hold up to scrutiny: eulawenforcement.com/?p=8299
R. Daniel Kelemen Ursula von der Leyen Sophie in 't Veld Finally, if you want a sense of how forbearance by the Commission has real-world impacts an array of citizens and communities, Nicholas Vinocur ✍️ & Cornelius Hirsch’s “Lawless Europe” series remains essential reading: politico.eu/article/lawles…
The EU guardian of the Treaties has all but ceased enforcement of EU laws. Compliance has become subject to horse-trading between European Commission and national government leaders. Read POLITICOEurope article 👇about (non) enforcement of environmental laws 1/2
However, European Parliament should do much better in holding the Commission to account, and not tolerate that enforcement is degraded to political currency. Tommaso Pavone R. Daniel Kelemen 2/2
More evidence of the European Commission's retreat from enforcement that Tommaso Pavone & I first revealed in this 2022 POLITICOEurope piece politico.eu/article/curiou… and in greater detail in our 2023 World Politics article "Where have the Guardians gone?" muse.jhu.edu/article/908775
Remember this picture every time you hear someone in your city say "we're not Amsterdam." This was #Amsterdam in the 1970s, via Cycling Professor 🚲 . Many of the cities we admire made better choices regarding cars, and are still making them today. Better choices instead of excuses.
Please join us on September 12 as we discuss the summer of European elections with Professors R. Daniel Kelemen, Matthias Matthijs, Kathleen R. McNamara, and Abraham Newman. RSVP and find more info here: eventbrite.com/e/summer-of-eu…
On 17 September, the Hungarian government must pay the €200 million fine it received for breaking the EU asylum rules. If it fails to pay, the amount will be deducted from the EU funds Hungary is entitled to, European Commission said.
I’m APSA-bound: join me for 3 great panels! First, what can the EU teach us about the development of polities that aren't Weberian states? R. Daniel Kelemen, Siv Cheruvu, Matthias Matthijs, Craig Parsons, Chase Foster, Kathleen Thelen, Kaija Schilde, & I share our ideas! (1/n)
Next: Are you interested in intergovernmental negotiations & how governments communicate differently in public vs. behind closed doors? I’m discussing 3 excellent papers by Mareike Kleine, James Cross, Paula Montano, Martijn Schoonvelde, & Yen-Chieh (David) Liao! (2/n)
Finally: I get to play Kim Lane Scheppele for a day (by substituting as panel chair): Get your morning intellectual caffeine by listening to Giovanni Capoccia @gcapoccia.bsky.social, David Bateman, antonis ellinas, Jacob Hacker, & Robert Kaufman debate constitutional strategies to counter illiberalism (3/3)
