I love Stefan Dercon but, in line with Blattman's point, Dercon's prescriptions could still be more specific than "have elites come to a mutual understanding for positive sum". Some arrangements make those understandings more likely than others.

It seems to me betting markets would be great for this kind of problem. Why they aren't more used is still a puzzle for me.

My attempt at solving the puzzle is that electorates are not consistent. They may have said they would like to see experiments, but would not elect people who ran on "I don't know what works but am willing to find out"

Very well done video, but wrong to suggest approval voting solves Marrow's paradox. You know what *does* solve it, though? Vote trading. The thing is, vote trading presumes voters aren't so numerous they can't know each other.
