Great outcome from the EF 3074 call today!

We were worried that 3074 would be removed with no viable replacement. Instead, vitalik.eth proposed a new EIP similar to 3074 but compatible with 4337 and the AA roadmap.

This can enable (among other things):

- Sponsored transactions for EOAs
- Attaching passkeys to your EOA account
