1. You feel ill and get a doctor's appointment.
2. You don't get to see a doctor, but an agency worker with 6 weeks training who says you're fit to work.
3. Who is liable if your illness is a sign of a worse condition that now goes untreated?

Just imagine if you're feeling really sick, or so clinically depressed that you're suicidal, and some untrained private agency jerk with no medical knowledge tells you you're actually healthy and you have to go to work. Otherwise you'll be fined. It's utterly dystopian.
