For those wondering when this will all happen, both rules begin to kick in after six months (end of October), but various parts have varied implementation timelines. The clock begins once the rules are displayed in the Federal Register, which should happen this week.

Today's new rule makes it easy for passengers to obtain refunds when airlines cancel or significantly change their flights, delay their checked bags, or fail to provide the ancillary services they purchased.
