Cabs can pick up and drop passengers off at entry and exit points of the junction and it has made the junction much safer and better that way for 7 years.

1. Taxis can still drive right up to the junction. They can service every address at Bank. So the only reason for changing access is to enable taxis to cut through Bank.
2. Bank was prior to the scheme a dangerous, hostile space...
