This is not a reason to undo MATS. But it is a reason, along with other data, to review policy on continuing conversion to MATS. Jim Knight

Local authorities are also very diverse. But on average, MATs having a poorer record needs looking at, as does the historic data that MATS are no more effective than traditional local authorities. It's a red flag for an incoming government to not keep converting. Jim Knight
