UPDATE: Oakland shooting at Frank Ogawa Plaza near city hall. Oakland Police say there were two people shot. One died at scene. Other person was taken to hospital and is in surgery. Both were in their 20's. The one who died was from Oakland, other one is Berkeley resident. KTVU
