The Parole Board has evolved massively in recent times, moving from an advisory agency to an independent court-like body making judicial decisions on a prisoner's suitability for release.

The Board holds over 9,000 hearings each year. Two decades ago that number was under 300.

The Parole Board's remit means it only sees around 5-10% of the prison population, those convicted of the most serious offences. All other prisoners are released automatically without our involvement. Of the prisoners the Board reviews, just 1 in 4 meet the legal test for release

Ministry of Justice statistics show life sentenced prisoners, on average, spend and additional nine years and two months behind bars beyond the minimum tariff set by the courts.

This is due to the Parole Board's regular reviews. #Publicprotection will always be our top priority.

The Parole Board has around 350 members responsible for reviewing tens of thousands of cases each year.

Our members come from a diverse mix of backgrounds and bring a whole range experience and expertise to the Board.

The Parole Board will never release a prisoner if it is deemed their risk of harm to the public cannot be managed in the community.

Since the launch of the reconsideration mechanism on 22 July 2019, the Board has received over 350 applications.

This is a vital check in the system which allows panels’ decisions to be challenged and scrutinised if unfair or irrational.

Whilst the primary focus has been progressing cases remotely; a huge amount of other work has taken place to ensure sufficient members to meet future business demand.

Despite a growing caseload and the pause on face-to-face hearings, the Parole Board continued to reduce the number of cases waiting for a parole review.

Despite having to pause all face-to-face hearings in March 2020, the Parole Board conducted a record number of oral hearings in 2020/21, the majority via telephone and video.

Although our operating model has changed, we have maintained our strong record on public protection.

During the year, the Board focused on adapting its processes in light of the COVID-19 pandemic.
