Cutting foreign aid in 2021 by over £3.5 bn cannot be about fiscal discipline if the govt is raising defence spending this year by an even larger amount (> £4 bn).
A point I rarely hear these days, as the govt gets set to break its pledge to spend 0.7% GDP on ODA.
