Actually you’re incorrect. An HIA1 does occur (section 1 of HIA1). If evidence of a criteria 1 from OFA or VR then section 2 does not require completion (off-field assessment not required) but clinical assessment will usually occur. Section 3 of HIA1 needs completion by TD/MDD.
