I agree with this but also note the incredibly obvious precedent of the WA which provided UK citizens living in Europe living / working rights ONLY in the member state in which they were resident and NOT EU-wide mobility rights.

I’ll notionally eat something unpleasant if ‘youth mobility scheme’ doesn’t poll well. Likewise if saying ‘no’ to ‘youth mobility scheme’ doesn’t poll badly, in the Blue Wall and elsewhere. One can debate salience but ime this really irritates great swathes of people.

Liberal Democrats have long been urging the Government to negotiate a reciprocal youth mobility scheme with Europe.

Of course the details would need to be negotiated, but no sensible UK government would reject this idea out of hand.

There are no easy wins, full stop. Everything is difficult. That’s life. If you’re reluctant to do difficult things, then nothing ever gets done whether that’s relations with the EU or anything else.
