NEW: TDs have endorsed a proposal to decriminalise abortion and abolish the 72-hour waiting period for a termination inside 12 weeks - Govt lost on a proposal to freeze Brid Smith TD’s bill for 12 months; the bill then narrowly passed to second stage. Coalition TDs had free vote.
