#UNSC meets today to discuss #Ethiopia

Direct dialogue is urgently needed to open the door to peace.

“The UN will not survive as an organisation of governments alone. So I'm delighted we have so many people here interested in the UN, and in nurturing it as an asset to help take it into the 21st century.”

“Because if we didn’t have the UN, we would have to invent it.”

“The UN needs to build where problems have mushroomed. But its agencies also need to review where they trip over each other.'

And we need to recognise the UN cannot do everything alone.

'It must find new partnerships with regional organisations, businesses and NGOs.”

“We recognise the veto carries unique power and responsibility. That’s why we haven’t used it since 1989. By contrast Russia has cast 26 vetoes since 2009.”

In some areas, the UN has evolved well. “Tedros Adhanom Ghebreyesus played a huge role during Covid.'

'But other problems have run ahead.”

Momentum for change is building, including Ambassador Linda Thomas-Greenfield Mia Amor Mottley.

Ambassador Barbara Woodward: “The UK has long called for Security Council reform with greater permanent membership. And we supported the resolution to make anyone using the veto explain themselves to the General Assembly.”

The challenges are also on a bigger scale.

“The UN now has 193 member states compared to 50 at its founding in 1946. The world population has tripled. What people expect of the UN is growing and growing.

“So at 77 years old, the UN is feeling its age.”

The new challenges are also transnational e.g. climate change.

“Like Putin, these problems don’t recognise national boundaries.

'The UN convenes countries well e.g. COP26, but tackling transnational issues is different from the original mission of containing aggressor states.”

So the UN has done a lot.

“But Ukraine has become a prism through which to ask whether the UN is set up optimally to deliver on its mission as enshrined 77 years ago.

“The UN in the 21st century is facing new, bigger and different challenges from those it faced in the 20th.”
