Iran opened Consulate General in Kapan, Syunik province of Armenia.

Kapan is a town in southeast Armenia. After the 2020 war, Armenia's territories near Kapan, incl a 21 km section of the interstate Armenia–Iran highway passing from Goris to Kapan fell under Azerbaijani control.

In its 12 October Order, the CIJ_ICJ reaffirmed that the “situation that existed when it issued its 7 December 2021 Order is ongoing” and confirmed that 2021 Order obligates Azerbaijan to protect “any person who has been or may come to be detained”. Armenia welcomes the Order.
