We shouldn’t ask whether presidential and congressional candidates are “hawkish”/“tough” or “dovish”/“weak” on China; these are shallow labels. We should ask how they’d renew America’s competitive strengths, reduce the risk of armed conflict, and maintain diplomatic channels.
