In principle, if we have a 'UK single market' I don't understand why there isn't a flat fee for standing charges set nationally. If everyone in UK benefits from UK, surely everyone should makle the same contribution toward it?

Once, I did active travel work inc. promoting cycling, but before there was any safe infrastructure. The biggest barrier that non-cyclists gave for why they didn't cycle was a lack of safe routes. Build it and then promote - in Scotland we often do it the wrong way around.
