Ukraine used S-200 as ballistic missiles, so they likely put in an inertial/GNSS guidance, and are able to modify it further. At the very least they can send the missile to the interception area, only illuminating the target in the terminal phase.

Actual obstacle to NATO intercepting Russian missiles targeting Ukraine is likely not nUcLeAr WeApOnS, but risk of a direct attack to the people doing the interceptions. Defending Israel is low-risk in comparison.
