Conditions at W Street SE were so bad that they shocked even seasoned housing investigators. District of Columbia Department of Buildings wrote that one of the buildings was “unfit for human occupancy.” And at Minnesota Commons, conditions deteriorated so severely that three buildings were designated as blighted.
