Really interesting report

I have issues with the framing (the devolution agenda needs continuation, not a 'reset')

But great ideas for next phase of devolution, inc:
- Local tax incentives
- Easier job switching between local / central gov
- Metro-mayors summit (gimmicky?)

New policy brief by me, Katie Bolter & Kyle Huisman Brookings Metro brookings.edu/articles/early… Bottom line: job growth has shifted towards more-distressed counties, away from less-distressed, BUT: (1) trends are modest; (2) unclear extent to which due to ongoing policies.

Neil Lee argues that innovation is more about distribution and adaption and not exclusively related to high-tech and radical renewal.

Comes out as an insightful analysis from a comparative perspective of four countries

Politicians tend to copy models of successful places. Neil Lee's book Innovation for the Masses tells a story that nuances the success of hotspots in the innovation literature on how to share the benefits of the economy. Locally developed policy models can promote growth
