One obvious thing that occurs to me is deciduous loves roadsides. We know how to put more deciduous on the landscape without building roads. Get rid of some of the conifer and don't discourage the deciduous. Repeat every few decades.

Incredible data showing the success of wildlife crossings after Colorado installed seven crossings over state highway 9 near Kremmling. Wildlife- vehicle crashes were basically eliminated and roadside carcasses almost completely disappeared. Remarkable.
