(1) 26 vs 1 situation

(2) Immense pressure

(3) Availability of alternative solution

(4) Real contemplation to use Art 7 ('nuclear option')

(5) Political pressure via econ pressure - potential fallout of cutting HUN off from #EU money

#EUCO conclusions state that 'both tracks [enlargement & reform] should advance in parallel.'

Correct! But #EU27 disagree on (1) how enlargement roadmap & reform roadmap should look like, (2) how they should be linked to each other & (3) how they should be synchronised.
