Citing IIED JIPS_Joint Internal Displacement Profiling Service and UN-Habitat the report from the High Level Panel on IDPs states: Cities
should not be seen as only the backdrop where
displacement occurs but as a rich ecosystem
that can contribute to the resolution of displacement.
