We should WRITE OFF the DEBT, and then STRICTLY REGULATE the WATER INDUSTRY... The focus on OWNERSHIP misses this fundamental point... WATER BILL MONEY is going to SERVICE DEBT that BILL PAYERS have not benefitted from and diverts money from OPERATIONS.
