I read some data years ago that showed the difference between 20%ile and 80%ile on a 250+ question test was roughly 18-20 questions. I believe this is a good move that challenges trainees to chase their better self. Strong move.

Rx a large number of incarcerated individuals over my career, many required to stay cuffed entire time in hospital. Not once have I seen, treated or even heard of an amputation required for cuff injuries. This is deliberate torture, not an accidental consequence of detention.
