Beg to disagree. We have seen among the worst phases of India’s relations with Nepal, Sri Lanka and Maldives during last 10 years. With Bangladesh, relns have been stable because of Sheikh Hasina. With Bhutan, let us wait till we learn about its boundary agreement with China.

One key reason is that India has not put forward a coherent policy for in any consistent fashion, preferring instead to deal with each neighbour bilaterally as this put India at an advantage.

Till 1991, during US-USSR bipolarity, rule was that the two hegemons would engage in proxy wars, never directly; thereafter till 2008 was US unipolarity and hubris; rivalries re-emerged leading to multipolarity. But without ‘multilateralism’ multipolarity leads to wars & chaos.
